Major Transport Investment for Eastern Lisbon: 16E Light Rail Line Expected to Begin Operations in 2029
Eastern Lisbon is set to receive another major boost to its transport infrastructure. Lisbon’s public transport operator Carris has announced that the first phase of the new 16E Light Rail Line (Elétrico 16E) is expected to begin operations in 2029, connecting Praça do Comércio and Santa Apolónia. The extension to Parque das Nações and Parque Tejo is scheduled to be completed by 2031.
Unlike Lisbon’s traditional tram network, the 16E line will operate on a dedicated track with traffic signal priority at intersections, making its operation more comparable to the light rail systems in Porto and on the south bank of the Tagus. The aim is to improve service efficiency, reliability, and journey times.
According to the current plans, the project represents an investment of approximately €160 million, including rolling stock. It will comprise around 12 kilometres of track and 18 new stations. Once completed, the journey from Praça do Comércio to the southern entrance of Parque das Nações is expected to take approximately 15 minutes, while the full trip to Parque Tejo will take around 35 minutes.
The section between Santa Apolónia and Parque Tejo is currently undergoing final route design and environmental impact assessment. As parts of the proposed alignment require environmental approval, Carris is also evaluating two alternative routes to help ensure the project’s successful delivery.
The future 16E line will also integrate with several key transport hubs, including Santa Apolónia Railway Station, Oriente Station, the Lisbon Metro, Transtejo/Soflusa ferry services, and the planned Loures Bus Rapid Transit (BRT) system, further strengthening the connectivity of Eastern Lisbon’s public transport network.
In recent years, Eastern Lisbon has become one of the city’s key development areas. From the large-scale Marvila-Beato urban regeneration project to major investments in data centres, new public spaces, and transport infrastructure, a series of strategic projects is gradually shaping a new growth corridor for the city.
Analysts believe that major transport infrastructure projects not only improve mobility for residents but also strengthen regional connectivity, providing long-term support for future residential, commercial, and industrial development.
