According to Monocle’s 2026 Quality of Life Survey, 13 European cities ranked among the world’s top 20 most livable cities out of the 75 cities evaluated globally. Copenhagen, Lisbon and Vienna emerged as Europe’s top three most livable cities in 2026.
Rather than focusing on GDP, tax rates or the cost of living, Monocle’s ranking evaluates cities based on factors such as public safety, connectivity, retail offerings, green spaces, urban environment and overall quality of life.
Copenhagen: A Benchmark for Sustainable Mobility and Quality Living
Denmark’s capital, Copenhagen, once again ranks as Europe’s most livable city. According to the report, its extensive cycling infrastructure, thriving culinary scene and diverse retail environment are among the key factors behind its continued success.
In recent years, the city has focused on improving housing availability, tackling climate change and enhancing public spaces to further improve residents’ quality of life. Copenhagen previously ranked as the world’s most livable city in both 2021 and 2022, and its efficient public transport system, excellent air quality and clean harbour—where residents can swim—continue to make it a global model for urban living.
Lisbon: Sunshine, Lifestyle and International Appeal
Portugal’s capital, Lisbon, ranks second among Europe’s most livable cities.
Monocle highlights Lisbon’s abundant sunshine, mild climate, vibrant food scene, distinctive architecture and safe living environment as some of the city’s greatest strengths. As a major aviation hub connecting Europe, the Americas and Africa, Lisbon’s international airport also enhances its global competitiveness.
However, the report notes that housing affordability remains one of the city’s biggest challenges. Residential property prices are now approximately 18.7 times the average annual household income. Balancing the housing needs of local residents and the growing international population will be essential for Lisbon’s long-term sustainable development.
Vienna: Outstanding Public Infrastructure and Quality of Life
Austria’s capital, Vienna, ranks fourth globally and third in Europe.
The report praises Vienna for its outstanding public infrastructure, rich cultural life and consistently high quality of living. The city offers vineyards, municipal swimming pools, extensive public parks and regularly hosts major international events.
Vienna also continues to invest heavily in social housing. In 2025 alone, the city completed approximately 400 new public housing units across five projects and renovated 11 residential complexes. Although Vienna has slipped slightly since topping the global rankings in 2023, it remains firmly among the world’s leading cities for quality of life.
