Portugal Accelerates Clearance of Immigration Backlog, Over 525,000 Applications Already Processed
After years of accumulated delays, Portugal’s immigration system is gradually becoming more efficient.
According to the latest figures released by the Portuguese government, the Agency for Integration, Migration and Asylum (AIMA), together with its dedicated task force, has completed more than 763,000 appointments and has already issued decisions on over 525,000 immigration and residence applications, marking significant progress in clearing the country’s longstanding backlog.
Among these, approximately 473,000 applications have been approved, representing the majority of processed cases. In addition, around 360,000 residence permit renewal applications have also been completed, highlighting that restoring normal renewal procedures remains one of the government’s top priorities.
Immigration System Gradually Returning to Normal Operations
Portugal’s immigration system has undergone substantial reforms in recent years.
Following the dissolution of the former Immigration and Borders Service (SEF), the establishment of AIMA, and the termination of the Manifestação de Interesse (Expression of Interest) pathway, a large number of legacy applications accumulated, resulting in lengthy processing times and becoming a major concern for foreign residents, investors and businesses.
The latest government figures indicate that the authorities are continuing to reduce the backlog while gradually restoring the normal functioning of the immigration system.
According to official statistics, by the end of 2024, approximately 1.54 million foreign nationals either held valid residence permits or were in the process of regularising their immigration status in Portugal, with the country’s foreign resident population continuing to grow.

Although Golden Visa (ARI) applications continue to be processed through their own dedicated system and are not part of the standard residence application procedure, AIMA remains responsible for issuing residence cards, renewals, family reunification and other related administrative processes. As a result, improvements in the agency’s overall operational efficiency are seen as a positive sign for Portugal’s long-term immigration infrastructure.
However, immigration lawyers and legal experts also caution that reducing the backlog does not mean newly submitted applications will be processed immediately. The government is still dealing with a substantial number of legacy cases, and the processing times for new applications will continue to depend on future administrative progress.
Portugal Continues to Attract International Talent and Investment
Government data also show that more than one million foreign taxpayers are currently contributing to Portugal’s social security system, highlighting the increasingly important role that international residents play in the country’s economy.
Analysts believe that, as the backlog continues to decline, administrative procedures become increasingly digitalised, and the immigration system undergoes further modernisation, Portugal is steadily building a more stable, transparent and efficient residence permit system.
